Description
The BP Acetyls business has recently signed a Joint Venture Contract with Yangtze Petrochemicals Co. (YPC), a major subsidiary of SINOPEC, to establish a 50:50 Joint Venture to design, construct and operate a 500ktepa world-scale acetic acid production facility. The JV’s production facility will be located adjacent to YPC’s factory in Nanjing, PRC. The JV will license BP Acetyls’ world leading CATIVA acetic acid technology. The plant is scheduled to start up in 2Q 2009. The Project is currently in Detailed Engineering Design phase.

The Project is managed by an Integrated Project Management Team (IPMT), which includes full-time BP secondees together with secondees from the JV partner, and third party specialists. The IPMT will be led by the Project Director, an YPC-secondee, who will report directly to the JV Board of Directors. The I&C TEAM LEADER, as part of the engineering team, will lead the IPMT Instrument Engineer.  The I&C TEAM LEADER will report to the Engineering and Completions Manager.

The IPMT will be located a Chinese Design Institute for detailed design and procurement (approx. 12 months) before mobilising to Nanjing for construction, pre-commissioning, handover and project close out (approx. 12 months).  The Chinese Design Institute is located in Shanghai China.

Roles & Responsibilities
The successful candidate will monitor and supervise the Contractor execution of  detailed engineering design, equipment and materials procurement, construction, pre-commissioning and handover related to all instrumentation and control items. He/She will ensure all technical and process safety issues are properly resolved, that design changes are managed correctly, and that the plant complies with all statutory requirements and shareholder aspirations.

As a member of the IPMT engineering team, the post holder shall monitor project progress of the Contractors and challenge, co-develop and shape the I&C project design with the aim of improving project economics, schedule, safety, quality, etc.

Specific responsibility will be:

To instil as necessary into the IPMT and Contractors good engineering practices and to ensure that the mandatory requirements of BP’s CATIVA Process Design Package, Engineering Manual and other related deliverables are understood and adhered to.
Demonstrate safety leadership in all aspects of work and to assist the HSSE Team in championing leading HSE performance.
To foster good working relationships within the IPMT and the JV permanent organisation, ensuring that the JV Production Team are adequately prepared for eventual ownership of the plant.
To ensure final as-built documentation is compiled correctly and handed over by the Contractor in a timely manner.
To ensure lessons learned from previous YPC and BP projects are correctly incorporated into the design and construction.
To liaise closely with the Construction Site Management on all site I&C engineering and QA/QC matters ensuring field technical queries, non-conformances, concession requests, etc. are properly resolved.
To work independently towards agreed objectives.

Experience
Minimum 10 years of experience in instrumentation and control systems.  Candidate must have both design and field experience.  Experience leading an I&C team is a plus.
Specific experience should include:
Strong teamwork, technical and communication skills
Experience of working with multicultural and multidiscipline engineering teams
Computer proficiency in standard desktop and instrument engineering software
Effectively interface with all other engineering disciplines, especially Electrical, Piping and Mechanical Engineering.
Participate in Completions and Punch-listing activities.
Knowledge of industry codes, guidelines and regulatory standards pertinent to petrochemical plant application
Technical knowledge of instrument design, specification, documentation, installation and maintenance
Experience with control valve and pressure relieving device sizing and application
Knowledge and experience with analyzer selection and installation
Knowledge and experience with measurement and control device design, selection and installation
Experience with electrical schematic drawings, logic diagrams and panel schedules
Knowledge of various DCS packages including Honeywell and Yokagowa
Experience with PLC installation and programming
Instrument, DCS and ESD testing, troubleshooting and commissioning experience
Knowledge of SIL assessments, advanced control and alarm management
Experience of working in a Joint Venture is an advantage
Experience with acetic acid plants/technology is an advantage
Experience with preventive and predictive maintenance programs
Experience working with a Chinese Engineering and Construction Company is an advantage
Education:
College Degree BSEE (Electical Engineering), BSME (Mechanical Engineering) or equivalent experience
