Finance and Control
Roles & Accountabilities:
a) Providing IT management and support which includes:
Formulating company IT strategy and long-term IT planning that is aligned with the global business strategic growth/plan including IT investment budgeting.
The development, implementation and maintenance of applications
The day-to-day operation of central computer systems and the central computer facility including operations support and technical support function.
The development and maintenance of telecommunications networks.
The support of end-user applications including management of support for end-user acquisitions, help desk functions and end-user training.
Educating and providing awareness to the management staff on the usage of IT applications.
Single point of contact for all IT related matters.
b) Accountable for
Information security – covering applications, data, backups and telecommunication networks.
Infrastructure and application investment - providing the necessary assurance on the IT investment made
End user satisfactions of IT services rendered
IT Disaster Recovery Plan
Compliance – State related guidelines, policies, laws, standards, regulations, SOX
Safety of the company IT operations.
Principle Activities
Participate in the development of the IMS (Information management System) Strategy and Plan with the external vendor. Own the IMS when the IMS is delivered.
Responsible to source and liaise with all external IT vendors in delivering all the initiatives as defined in the IMS strategy and plan are implemented within the agreed schedule whereby the schedule will be aligned with and part of the overall BYACO project plan and milestone.
Responsible to source and liaise with all external IT vendors in setting up and the maintenance of the support office infrastructure.
Initiates and controls progress for each project identified in the IMS using the CVP process as the overall framework.
Manages the interfaces with different sections of the business by ensuring that there is adequate communication between project managers and the business so that the final product meets the user expectations and requirements (both in terms of functionality and schedule). Actively participate in requirements gathering and acts as an interface between the projects and the business.
Manages risk by ensuring that all projects carry out risk reviews at their inception which are monitored and updated regularly through the duration of the project. Manages risk between projects by ensuring that, where necessary, individual project managers liaise adequately to ensure that interfaces between projects are handled successfully.
Ensures that all projects make sufficient provision for testing, commissioning and training.
Maintains contact with the BP DCT in ensuring that BYACO requirements are understood and factored into global programmes and strategy.
Experience & Expertise:
a. Educational background
University degree in information technology, or computer science.
b. Experience (years and nature)
Minimum 2 years of experience in ERP applications – knowledge of SAP will be an advantage.
Minimum 5 years working experience in IT or related field including project management experience with 2 full-cycle ERP implementation.
Experience in the chemical business environment will be an advantage.
Experience of dealing with and managing external service providers.
Experience of managing the delivery of telecommunications and IT infrastructure.
c. Other
Fluent Putonghua and English, both written and spoken.
An understanding of the Acetyls business, and knowledge or appreciation for how digital technologies, as well as knowledge management can contribute to improved business performance.
Understanding of project assurance and management tools; and performance management processes.
Self starter and able to operate with minimal direction from direct line manager.
Good team player with strong interpersonal and relationship management skills.
Ability to manage and prioritize conflicting demands.
Be able to lead team to work quickly and efficiently.
Must have strong leadership skills, have a proactive attitude, and be interested in finding solutions and making improvements for the benefit of the business.
