Main activity / responsibility
The HSSE Coordinator co-ordinates and controls all activities within the terminal which require particular attention from an HSSE risk and liability standpoint. He/she will ensure that these activities are in compliance with the Oiltanking HSSE policy. He/she inspires employees and contractors to adhere to the standards by example, motivation and control.
He/she is the contact person for third parties like authorities, fire brigades, customers, companies in the neighborhood as well as insurance companies (e.g. for audits). Furthermore, he/she is the focal point for all employees of the terminal, the Head of HSSE in the Corporate Center as well as for the HSSE Coordinators of other Oiltanking Profit Centers.
The HSSE coordinator:
. Organizes health care and medical control for employees including contribution to first aid and urgent medical care in case of work-related injuries.
. Ensures that all safety equipment (incl. firefighting equipment) is always ready for use, monitors expiry dates and inspection requirements.
. Organizes and co-ordinates internal and external education and training on HSSE-related topics.
. Organizes emergency exercises and fire fighting drills to assure effective emergency response.
. Ensures that personal protective equipment (PPE) complies with all standards, codes and regulations as required by law.
. Performs regular site visits to supervise day-to-day work practice as well as critical work and to verify that minimum and additional PPE is worn as required.
. Ensures that all third parties who accessed the terminal have received proper HSSE induction.
. Ensures that all HSSE-related documents like instructions, procedures, permit forms, inspection forms and emergency response plans (incl. the oil spill contingency plan) are prepared and kept updated with the latest information.
. Gives advice to the management, keeps the company up to date with regard to new and future developments related to HSSE requirements.
. Organizes and moderates internal HSSE meetings and prepares minutes of these meetings.
. Is the custodian of the HSSE Bulletin Board.
. Analyses all operation related risks and develops prevention measures to improve the safety performance of the terminal(s).
. Is the primary contact for Oil Spill Response Ltd. (OSRL) and is responsible for the maintenance of the relevant equipment.
. Should be trained as a Port Facility Security Officer (PFSO) according to the ISPS-Code (if applicable) and ensures that all security measures are adhered to by employees and third parties.
. Reports and investigates all complaints, near misses, incidents and accidents. Evaluates the detailed HSSE statistics provided by the Corporate Center.
. Manages and updates all product information like Material Safety Data Sheets (MSDS) and reports changes to the Corporate HSSE Department to update the Product Information Card (PIC) database of Oiltanking.
. Conducts contractor orientation and issues or supervises permitting.
. Oversees the groundwater monitoring program and reports results to the Corporate Center on a monthly basis.
. Co-ordinates and monitors waste management, effluent water discharge and air emissions and shall ensure that all required permits are in place and adhered to.
A suitably experienced Deputy HSSE Coordinator must be nominated to cover the periods of absence of the HSSE Coordinator.
Main activity / responsibility
The person in charge of the position should have operational experience on a liquid bulk terminal. He/she should have appreciation for technical, scientific and environmental matters.
The candidate should have:
. A detailed knowledge of tank terminals and their operation.
. Strong skills in communication, problem solving, planning and leadership.
. Experience with HSSE Management, fire fighting, first aid, industrial hygiene and environmental protection.
. Advanced computer skills.
. Good written and spoken English for the communication with the Head of HSSE in the Corporate Center, other HSSE Coordinators as well as international auditors. |
