SUPERVISOR’S TITLE:Senior Manager, Human Resources
I. GENERAL SUMMARY
The Human Resource Manager is responsible for all people functions with the organization including Compensation Analysis, Recruiting, Employee Relations, Separations and day-to-day support of Senior HR Manager.
II. SPECIFIC DUTIES
1. Provide a strategic, fiscally responsible, value-add HR service to the PayPal Operation Center.
2. Implement initiatives to drive and maintain a culture of excellent employee relations and communications.
3. Ensure that appropriate reward and recognition programs are in place.
4. Work with the operations teams to develop hiring plans and ensure that staffing targets are achieved.
5. Act as a consultant to the management team and provide input on the HR implications of strategic & operational decisions and plans
6. Coach and mentor leaders at all levels within the organization
7. Foster a culture of continuous improvement in the HR Department and share best practice with other organizations as appropriate
8. Ensure consistency in all HR policies, procedures and practices between the PayPal Ops and other organizations on the Shanghai site.
9. Ensure that accurate and timely records of benefit plans, personnel transactions such as hires, promotions, transfers, performance reviews, separations, and employee statistics for government and internal reporting are maintained
10. Ensure appropriate HR interface with new hire orientation to foster positive attitude toward company culture
11. Ensure that all documentation associated with employee terminations are in order and review case history with Sr. HR Manager prior to termination.
12. Ensure that employee exit interviews are conducted and that data gathered is analyzed and fed back to the operations team.
13. Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
14. Instrumental with the coordination, screening, interviewing, and recommendation of prospective applicants for employment, as well as extending offers of employment to successful candidates.
15. Evaluate and analyze job analyses, provide input on job descriptions, and gather salary data from the external local market to ensure adequate benchmarking internally.
16. Maintain effective working relationship with all levels of the center while displaying exceptional service and teamwork to ensure a favorable image of PayPal, Inc.
17. Miscellaneous related duties as assigned.
III. JOB QUALIFICATIONS
A. Education
Bachelors’ degree in business, HR, or related field is required with an MBA being a distinct advantage
B. Experience
1. Eight years total HR experience with 4+ years HR management experience required preferably working with client groups in an American multinational environment.
2. Proven experience in managing 2 or more employees
3. Proven experience in driving policy and procedure improvements in Human Resources.
4. Experience providing broad-based HR generalist support at all levels including senior management.
5. Experience in development, presentation and implementation of HR best practices and initiatives.
6. Experience in role of transformation of organization culture.
7. Customer communication experience (E-mail & Phone)
8. Experience in a financial services/ call center, customer contact center or internet company a plus.
C. Knowledge, Skills, and Abilities
1. Detailed knowledge of Chinese employment law.
2. Detailed knowledge of human resource practices and procedures.
3. Demonstrated the ability to develop strategic working relations and build an effective team.
4. Excellent organizational, communication, and interpersonal skills.
5. Skill of possessing interpersonal communication skills necessary to assist employees with inquiries.
6. Ability to learn and adapt to new software technologies.
7. Ability to maintain highly confidential information.

9. Skill in focusing on desired results, determining what is important and urgent, clarifying next steps, and delegating effectively to meet deadlines and achieve desired results.
